Unorganized Territories
Piscataquis County has 17 towns and 2 plantations. The bulk of the County, approximately 3/4 of the total area, is comprised of 92 unorganized townships and 68 inland islands collectively known as the Unorganized Territories (UT's). The map of Piscataquis County below shows the UT's in light blue.

Although the UT's make up the bulk of the territory in Piscataquis County, they have a very low population. In the 2000 census, the population of the entire UT in Piscataquis County was 843.
Services:
The provision of services in the Unorganized Territories is divided between State and County government in the State of Maine.
County Services:
Piscataquis County fulfills the role of a municipal government for the UT's and provides many of the same services that a town would provide to its citizens. These services include summer and winter road maintenance, structural fire protection, ambulance service, solid waste disposal, cemetery upkeep, animal control, E-911 addressing, and election services. Most of these services are provided through contracts with organized towns that function as service centers for the UT's that surround them or through contracts with private contractors. Law enforcement in the UT's of Piscataquis County is provided by the Piscataquis County Sheriff's Office. The State provides the following services to the Unorganized Territories in Piscataquis County:
