Emergency Declaration Information

On March 13, 2020, the President declared a nationwide emergency declaration pursuant to the Stafford Act. This enables State, local, tribal and other non-profit entities to apply for assistance immediately without going through the damage assessment process.

  • Declaration Key Dates: ➢ Declaration Date – March 13, 2020

➢ The RPA Deadline – April 12, 2020; FEMA is pursuing the possibility of a 30-day extension

➢ Incident period – January 20, 2020 to (ongoing)

  • Emergency Declaration Number – EM-3444
  • No State threshold or Form 7 requirement
  • Declaration for Category B expenses only
  • No duplication of assistance under other federal programs such as HHS or CDC
  • FEMA has waived procurement guidelines for non-state entities when utilizing contracted resources under exigent or emergency circumstances.
  • Minimum threshold of $3,300 applies

To comply with the Governor and CDC’s request for social distancing, we will be working to conduct applicant briefings virtually. More information to come on date and time as we work on logistics.

The EM-3444 event has been activated in the Grants Portal for all counties and applicants already registered in the Portal will see the Request for Public Assistance at the top of their screen.

What we can do today

  • Start collecting costs now. The declaration is for CAT B - efforts to include emergency protective measures to save lives, protect public health and safety, and to protect improved property. Examples of costs include: overtime labor expenses, equipment, supplies and materials, and donated resources. Please see attached Documentation Checklist.
  • Encourage applicants to apply even if they don’t anticipate costs today. This is an on-going event and FEMA will not approve applicants should they develop costs once the 30- or 60-day window passes.
  • Advise applicants involved in DR4354 and DR4367 to review their Grants Portal access. If they need a password reset or need to make contact information updates, please email This email address is being protected from spambots. You need JavaScript enabled to view it. with their changes.
  • For potential applicants that do not have access to the Grants Portal, a request can be made to This email address is being protected from spambots. We will also work to add unregistered applicants during the applicant briefings. We will keep you updated as more information becomes available.
