Piscataquis County Manager

The Piscataquis County Commissioners seek qualified applicants for the role of County Manager. This salaried, professional management position is responsible for the effective operation of the administrative functions of county government, working from the county office in Dover-Foxcroft, Maine. The Manager is appointed by the three-member, elected Board of Commissioners.

The Manager administers all departments and offices under the authority of the County Commissioners – including Administration, Finance, Emergency Management, Maintenance and Unorganized Territory services – and works collaboratively with all other elected and appointed department heads to meet the mission of county government. The Manager develops and oversees an annual County budget of $4.5 million and an Unorganized Territory budget of $1.75 million, working in conjunction with the County Commissioners, department heads and an appointed Budget Advisory Committee.

Other responsibilities of the County Manager include oversight of labor relations and the hiring process, collective bargaining negotiations, and compliance with all personnel policies; preparation of bids for County services, including all insurances, maintenance agreements and capital improvement contracts; and functioning as the liaison between the County and all Unorganized Territory contractors for roads, solid waste disposal, fire protection and other municipal services for UT residents.

A post-secondary degree is preferred for the position, and five years’ experience working in public administration is highly desirable. Other required qualifications for the job are a working knowledge of financial management, including budgeting and accounting procedures; excellent oral and written communication skills and team-building ability; and familiarity with Information Technology systems.
